The State, Society, and Public Administration Course introduces students to the state’s growth and transformation. It elucidates the nature of the state and sheds light on its various viewpoints. The goal is to bring attention to the changing role of the bureaucracy and the Indian state, the impact of globalisation on administration, societal perceptions of administration, problems of governability, the rise of new managerialism, the importance of conflict resolution, the emphasis on good governance, and many other important issues underlying Public Administration.


This course introduces learners to the ideas and theories of public administration. It thoroughly examines several approaches to public administration, including classical, bureaucratic, human relations, behavioural, sociopsychological, systems, new public administration, critical, and public choice, among others.


The Public Systems Management Course introduces students to the concept, nature, and scope of public systems management (PSM), as well as its political, socioeconomic, and technological contexts. Governance, which plays a critical role in the management of public systems, is treated holistically, with all of its important aspects and institutions addressed. The importance of key techniques in public system management is stressed. The significant characteristics of PSM’s response to reforms are underscored in the current liberalisation context, with changes being initiated in numerous industries.


The concept and importance of human resource management are covered in this course. Human resource planning, recruiting, promotion, performance review, and remuneration are highlighted as major components of public personnel management. This course covers employer-employee relations, human resource development, and evaluating the efficacy of human resource management.


The importance of public policy and the function of various agencies in policymaking are discussed in this course. It also discusses public policy frameworks, as well as the policy implementation process, policy monitoring, policy assessment, and policy analysis. It examines a few case studies in order to highlight the methods and restrictions that are involved in the policymaking process.


The meaning and significance of decentralisation and local governance are discussed in this course. It sheds light on the environmental variables as well as the administrative aspects of local governance. It also discusses how to handle the problems of decentralised development through collaboration with the federal, state, and municipal governments, Special Purpose Agencies, and Civil Society Organizations. The sorts of local government – urban and rural – are discussed, as well as current concerns and trends in local governance.


The application of information and communication technology (ICT) in day-to-day governance is the focus of this course. It examines the notion and role of ICT, as well as the problems and challenges that the field faces.


The course’s goal is to introduce learners to the concept, characteristics, and major features of disaster management.


The course’s goal is to introduce students to the principles of research methodology procedures so that they may comprehend the nature of social reality problems in social research. It aims to give students a conceptual knowledge of research tools (methods) as well as the perspective or orientation (methodology) that controls research.

The first three Blocks (1–3) present philosophical underpinnings of current methodologies in social research and sensitise learners to critically examine them for conceptual clarity, based on the premise that different procedures and techniques are required for different types of research themes. The subsequent Blocks look at (a) research methodologies as a way to better understand social phenomena, and (b) tools and procedures for gathering, organising, and analysing data. Learners in this course would be exposed to fieldwork, among other pedagogic tactics, in order to instil the spirit of inquiry through research.


India: Democracy and Development is an eight-credit course that examines the major issues of democracy in India from a historical perspective. It focuses on current debates in the areas of society and economics, society and institutions, political processes, and development challenges, such as gender and development, regional imbalances, migration and development, and sustainable development, among others. With reference to economic reforms and globalisation, it also sheds light on the issues of democracy and development in India.

The course’s overall goal is to build a profound grasp of Indian democracy in order to analyse and comprehend current difficulties. It familiarises students with topics linked to various social groupings, globalisation, and state and societal concerns. The course includes a mix of theoretical and empirical assessments, as well as the chance to look at a few case studies that are significant to debate and development.


The goal of this course is to teach MPA students the fundamentals of conducting research in public administration. Learners have the option of writing a 10,000 to 15,000-word dissertation (excluding bibliography) on any topic related to the MPA degree they are enrolled in. Along with the M.A. II year course materials, the learners will receive a large range of dissertation subjects. The dissertation should be a self-contained investigation of a topic in which the candidate is already interested. It does not have to be an account of original research; it can rely on secondary sources, but it must be the result of the candidate’s effort done alone and without assistance. Candidates, on the other hand, are free to use unpublished documents, newspapers, files, or personal interviews.

The Faculty of the University must approve the topic and research proposal. You will receive a handbook with thorough instructions on how to prepare the proposal and other areas of dissertation writing. Within three to four months of registering for the second year, approval for the topic should be obtained. At the headquarters, all dissertations are evaluated by a committee formed by the Faculty of Public Administration. The dissertation is not subjected to an oral examination or defence.
