IGNOU MLIS Project (MLIP-002) in Brief, and What This Hard Copy Category Holds

The IGNOU MLIS project is MLIP-002, the 4-credit Project Work/Dissertation of the Master of Library and Information Science programme. It has no assignment, it needs 50 per cent to pass, and it follows two separate routes: the synopsis goes to the Programme Coordinator, MLIS, at IGNOU headquarters, and the finished report goes to the Registrar (SED).

This category holds printed, bound reference sets of MLIP-002 synopsis and dissertation work, posted to your address. They are meant for MLIS students who read, plan and revise on paper and want a complete library science dissertation in front of them while they write their own. Each set is a sample for study. MLIP-002 is not MLIP-008

MLIP-008, printed as “MLIP 8” in the IGNOU Common Prospectus, is the 4-credit project of the Post Graduate Diploma in Library Automation and Networking (PGDLAN). Both codes belong to the Faculty of Library and Information Science, which is why students mix them up. Two Official MLIP-002 Documents, and Where They Differ

Two IGNOU documents set the rules for the MLIS project. The MLIS Programme Guide dated July 2022 gives the short version, then tells students to read the separate Project Work/Dissertation Guide before starting. The copy of that guide on eGyanKosh is the 2007-08 MLIP-002 handbook. The two agree on the essentials but differ on paperwork, length and office names.

Why read an older handbook at all? Because the 2022 Programme Guide points you to it, and it is still the only IGNOU document that answers several questions students ask about the MLIS project: how long the report should be, what the synopsis must contain, which language to use and what to write on the envelope. Where the two documents overlap, the 2022 Programme Guide is the later statement, so its addresses and its guide eligibility rules take priority. Where the 2022 guide is silent, the handbook is the best official guidance available, and following it rarely costs anything. A consent letter, an originality certificate and a labelled envelope are cheap insurance against a returned proposal or a misrouted report. The only part of the handbook to set aside is its calendar, which was written for one session long ago; for current dates, follow the Student Evaluation Division notice for your term-end examination.

“IGNOU MLIS Project Guide”: The Supervisor or the Guidelines Booklet?

Students who search for the IGNOU MLIS project guide usually mean one of two things: the supervisor who signs the MLIP-002 proposal, or the official guidelines booklet. Both matter. The supervisor decides whether your synopsis can be sent at all, and the booklet holds the rules the Programme Guide does not repeat.

The supervisor: who can sign your MLIP-002 proposal

The July 2022 Programme Guide lets you choose your own MLIP-002 guide, provided that person meets one of two routes. The first is a PhD in Library and Information Science with a post in the Assistant Professor scale or at Pay Level 10 under the 7th Central Pay Commission. The second is a master’s degree in Library and Information Science with working experience in a library or information centre, or in teaching LIS, again in the Assistant Professor scale or at Pay Level 10. The pay-level condition applies to both routes, so an experienced librarian below that level does not meet the rule as printed. The guide signs the bio-data that travels with your synopsis, and the older handbook adds a signed consent letter and a ceiling of five students per supervisor. Confirm all of this before you build your synopsis around one person.

The booklet: the Project Work/Dissertation Guide

The Programme Guide closes its project section by asking students to read the Project Work/Dissertation Guide properly before taking up research. IGNOU hosts it on eGyanKosh under MLIP-002 Project/Dissertation in the MLIS collection. eGyanKosh does not always open files on the first attempt, so save a copy once it loads and keep it with your project papers.

How Many Pages Should an IGNOU MLIS Dissertation Be?

The only length figure in any IGNOU MLIS document is in the MLIP-002 handbook on eGyanKosh: about 80 to 120 double-spaced typed pages, not exceeding roughly 20,000 words excluding appendices and exhibits, with 10 per cent variation allowed either way. The July 2022 Programme Guide sets no page or word limit of its own.

Other figures circulate online. Some help sites put the MLIS dissertation at 10,000 to 15,000 words, others at 80 to 100 pages. Neither figure appears in the Programme Guide or the handbook, and the sites that repeat them cite no source. Font, font size, margins and citation style are not set by either IGNOU document, so agree them with your guide and keep them consistent from the first page to the last.

What counts toward the length, and what does not

The handbook leaves appendices and exhibits out of the word limit. In a typical MLIS study that means your questionnaire, the permission letters from the library or information centre you studied, and your approved proforma sit outside the count, even though they add to the thickness of the bound volume. The main text follows the 13 parts listed in the 2022 Programme Guide: Certificate, Acknowledgements, Table of Contents, Preface, Introduction, Review of Literature, Objectives, Methodology, Findings, Conclusion, Bibliography, Index and Appendices. Preface and Index are easy to miss if you have seen other IGNOU project formats, such as the MBA project, which list neither.

Can the MLIS Project Report Be Handwritten or Written in Hindi?

A handwritten MLIS dissertation does not meet the format in the July 2022 Programme Guide, which says the Project Work/Dissertation should be typed in double space on A4 paper and bound. On language, the Programme Guide lets MLIS students write assignments and term-end examinations in Hindi but says nothing about the project, and the older MLIP-002 handbook names English.

You will find help sites that say MLIS projects can be handwritten, or written in Hindi if that is your medium. Neither claim is backed by an IGNOU MLIS document. If writing in Hindi matters to you, ask the Programme Coordinator, MLIS, in writing before you start the report, and keep the reply with your project file. A written answer from the Faculty is the only thing that settles the question for your case.

Is There a Viva for the MLIS Project, and What Marks Do You Need?

The July 2022 MLIS Programme Guide describes no viva-voce for MLIP-002. It does set a higher bar than the rest of the programme: you need 50 per cent in the project, while other MLIS components pass at 40 per cent. There is no assignment and no continuous evaluation for MLIP-002, so your marks come from the report alone.

MLIP-002 marks also count toward your division, which the Programme Guide awards on aggregate marks across theory, practicals and the project: first division at 60 per cent and above, second at 50 per cent and third at 40 per cent. The whole MLIS programme has to be completed within two years of registration, so plan the report early enough that a weak first attempt does not run into the end of your registration. If the Faculty or your Regional Centre ever writes to you about a viva for your project, follow that written instruction.

Who Should Order the MLIS Project Hard Copy, and How to Use It Without Copying

The MLIS project hard copy suits students who study better from paper: those who mark margins, carry the set to a library shift, or go through it chapter by chapter with their guide across a table. If you need the material immediately, or want to search it for terms such as library consortia or e-resources, the PDF edition is the faster choice.

Using a printed set without copying it

Every MLIP-002 report is tied to you personally. The synopsis is approved in your name, your guide certifies that the work was done under their supervision, and both the older handbook and SED’s online submission instructions call for a certificate of originality signed by you and your guide. A printed reference set helps you see how a finished library science study is built: how the library or information centre is introduced, how objectives lead into the methodology, how response tables are numbered and interpreted, and how the conclusion returns to each objective. Your library, your respondents, your data and your approved title must all be your own, or the certificates you sign stop being true.

Each set is printed, bound and dispatched to the postal address you give. MLIS Project Fee and Submission Last Date for December 2026

For the December 2026 term-end examination, the Student Evaluation Division notification dated 18 September 2026 fixes 30 November 2026 as the last date to pay the project, internship and practical course fee, through your own login on the IGNOU Samarth Portal. MLIP-002 falls in the Rs 300 band, which applies to project courses of up to 4 credits.

Three details decide whether that payment works. SED asks learners to pay only for courses they are eligible for, including a valid registration and completion of the minimum period of study; for MLIS that minimum is one academic year. The project evaluation fee applies to learners admitted from the January 2023 cycle onwards. And the fee date is not the report date. SED notifies the window for posting or uploading reports separately for each term-end cycle, and on 20 September 2026 the only December 2026 project notice on the IGNOU announcements page was the fee notice itself, so check that page for the report window. Once your report is evaluated, the MLIP-002 marks appear with your term-end results in the usual way.

Rs 300 or Rs 500?

Rs 500 is the band for projects above 4 credits, such as the 8-credit MBA project MMPP-001, and pages written for MBA students often carry that figure. MLIP-002 has 4 credits, so its evaluation fee is Rs 300. SED’s examination form instructions state that fees, once paid, are neither adjusted nor refunded, so print the acknowledgement and keep it with your report.

Where to Send the MLIS Project Report: Post or Online Upload

One copy of your MLIP-002 report goes to The Registrar (SED), IGNOU, Maidan Garhi, New Delhi 110068, as the July 2022 Programme Guide states. In recent cycles SED has also opened an online upload portal, so the bound report you post and the PDF you upload are made from the same signed original.

Posting a bound MLIS report

  • Address the envelope to The Registrar (SED), IGNOU, Maidan Garhi, New Delhi 110068.
  • Write “PROJECT REPORT – MLIS” prominently on top of the envelope, as the MLIP-002 handbook asks, so the report is sorted with other MLIS reports.
  • Use a service you can track. The handbook lists insured registered post, insured speed post or delivery by hand; keep the receipt.
  • Enclose a copy of your hall ticket. SED’s examination form instructions say the hall ticket carries the course code of the project report and that a copy may be enclosed when you submit, online or offline.
  • Keep the online receipt for the project fee with the report. The March 2023 SED notification that introduced the project evaluation fee asked for that receipt to go with the project report.
  • Keep a complete photocopy of everything you send, including the certificates.

Uploading instead of posting

SED’s upload instructions for the December 2025 cycle, the latest set indexed when this page was reviewed, say incomplete submissions are not evaluated and are removed after the last date, and reports sent by email are not considered. The upload should include the approved proposal proforma in original, the synopsis, the guide’s bio-data and an originality certificate signed and dated by you and the guide, wherever applicable, scanned from your originals into a single PDF. The portal address changes every cycle, so open it from the IGNOU announcements page rather than an old bookmark.

The synopsis never goes to SED

Keep the two routes apart. Your MLIP-002 synopsis, with the proforma, the guide’s signed bio-data and the consent letter, goes to the Programme Coordinator, MLIS, Faculty of Library and Information Science, SOSS, IGNOU, Maidan Garhi, New Delhi 110068. The 2022 Programme Guide also allows a soft copy by email to the address it prints as [email protected], and asks you to send either the hard copy or the soft copy, never both. Copy that address exactly as printed, with its double “n”, and confirm it with the Faculty before you rely on it.

Result windows are not deadlines. Some sites describe fixed May and November dates as the MLIS project deadline. Nothing in the MLIS Programme Guide or the MLIP-002 handbook sets such dates for the current session. Your real dates are the ones in the SED notice for your term-end cycle.
